Why it works
The ceiling is the government’s, not ours
What a seat may cost is capped by the federal standard mileage rate, currently $0.76 a mile, plus the tolls actually paid, shared across the seats in the car. We read that rate from the IRS every day, so the cap moves when the IRS moves it and at no other time.
Recovering costs, not earning a wage
Drivers post trips they were already taking, and what they collect goes against fuel, tolls and wear on the car. That is what keeps Pliho a cost-sharing marketplace rather than a commercial carrier.
No surge, in any weather
There is no multiplier and no demand model anywhere in the price. The same road on a rainy Friday night costs what it costs on a Tuesday morning.

Insurance Mandate
Drivers must carry a rideshare endorsement to close the "livery exclusion" gap in a personal policy, and the document is checked on the platform.
